2. ORGANISATIONAL BACKGROUND:

PROJECT BACKGROUND:

 

The Sustainable Development Goals (SDGs) provide a comprehensive framework to address global challenges and promote a sustainable future. Endorsed by 193 nations, including India, the 2030 Agenda for Sustainable Development has been effective since January 1, 2016. In India, the Government has adopted a ‘whole-of-government’ approach to ensure the successful localization and implementation of these goals, with NITI Aayog serving as the nodal agency responsible for coordinating efforts at the national level. To support the implementation of SDGs, India’s model of localization is actualized through the establishment of SDG Coordination Centres (SDGCCs) in collaboration with subnational governments and UNDP India. Haryana took a pioneering step in 2017 by being the first state to formulate its SDG Vision 2030, aligning with the United Nations’ SDGs. Building on this vision, the Government of

 

Haryana, in partnership with UNDP, established the SDG Coordination Centre (SDGCC) in August 2018 under the Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM). The SDGCC has been instrumental in fostering a paradigm shift towards SDG-driven governance, promoting an integrated approach to policy-making across various state departments. The SDGCC in Haryana has empowered policymakers through mechanisms for SDG-aligned budget and Output-Outcome Framework, SDG-aligned indicator frameworks, SDG Dashboard and many other outputs that support evidence-based decision-making.

 

Building on the foundation established by SDGCC, the state now seeks to accelerate progress through the newly established Sustainable Development Goals Coordination and Acceleration Centre (SDGCAC). This centre, as part of SJHIFM and with continued technical support from UNDP, will lead the state’s efforts towards achieving SDG Vision 2030 in alignment with India’s broader Viksit Bharat Vision for 2047. The SDGCAC will work in convergence with the State Support Mission and the High-Level Task Force for Mission Haryana@2047. The overall objective of SDGCAC is to consolidate the Government of Haryana’s SDG investments and enhance impact-driven, evidence-based decision-making processes to accelerate progress towards a developed Haryana. By promoting systems thinking, integrating technological innovations, and fostering inclusivity, the centre aims to bridge development gaps and ensure that no one is left behind.

 

3. JOB PURPOSE AND SCOPE OF WORK (SOW):

The Data & Governance Strengthening Analyst will play a crucial role in strengthening the data and governance frameworks necessary for accelerating Haryana's progress toward the SDGs. Under the overall leadership and guidance of the SDG Specialist, the analyst will oversee efforts to enhance data management systems and governance mechanisms at all levels. This includes supporting the integration of robust, disaggregated data collection processes, improving the functionality of the SDG Dashboard, and fostering transparency and accountability in policy-making through data-driven insights. The analyst will work closely with relevant government departments, technical experts, and stakeholders to ensure Docusign Version 1_June 2024 that data systems support the effective implementation of the Aspirational Districts Programme and Aspirational Blocks Programme at district and sub-district levels. The analyst will also collaborate on capacity-building initiatives aimed at empowering officials and local authorities to utilize data for informed decision-making.

Duties and Responsibilities:

Under the supervision of the SDG Specialist, the Data & Governance Strengthening Analyst will work on the following tasks:

SDG Gap Report Development

·     Lead the creation of an SDG Target-wise Gap Report, identifying disparities and challenges in achieving SDG targets at the state and district levels.

·     Ensure that the report is utilized as a tool for policy refinement and targeted interventions.

 

Training and Capacity Building

·     Organize and conduct department-wise and district-wise training sessions on utilizing the SDG Dashboard for monitoring and reporting progress.

·     Develop and distribute training manuals and short films in both English and Hindi to enhance capacity-building efforts for local governance officials.

·     Advocate for the integration of data-driven decision-making across all levels of governance, ensuring that local authorities are equipped with the necessary tools and knowledge to implement SDG-related policies.

·     Lead initiatives to build the capacity of officials in data monitoring, analysis, and governance to create a more transparent and accountable governance framework in Haryana.

 

SDG Dashboard Enhancement

·     Oversee the next phases of development for the SDG Dashboard, ensuring continuous improvement and integration of new features.

·     New features include an Online IT tool to generate constituency-level SDG indices, revisions to reporting formats with disaggregated data fields, and the development of an Online Integrated Web Platform for real-time data access.

·     Collaborate with concerned IT teams to ensure that the dashboard remains a dynamic, user friendly, and comprehensive tool for SDG monitoring.

 

 

Data Monitoring and Reporting

o   Lead the preparation of various reports, ensuring timely collection, analysis, and review of data for:

o   Department Performance on Field Index Report ▪ SDG District Index Report ▪ ULB Index Report

o   Local Development Index Report

o   Good Governance Index Report

o   Integrated District-Level Planning

o   SDG Budget Report

o   Output-Outcome Monitoring Framework (OOMF) Report

o   Data Monitoring Quality Index Report

o   Ensure that all reports are aligned with the state’s overall SDG objectives and are used to enhance data-driven decision-making across government levels.

 

Integration with Aspirational Districts and Blocks Programmes

·     Provide data support for the effective implementation of the Aspirational Districts Programme (ADP) and Aspirational Blocks Programme (ABP), ensuring that local-level data informs strategic planning and resource allocation.

 

Promote Data Granularity and Gender Segregation

·     Facilitate SDGCAC team to ensure that data collection processes emphasize gender participation and segregation, promoting inclusivity and addressing gender disparities in governance and development outcomes.

·     Support efforts to increase data granularity to enhance decision-making at the panchayat, district, and state levels.

 

Stakeholder Coordination and Knowledge Dissemination

·     Work with government departments, technical experts, and civil society organizations to ensure that data-driven insights are disseminated widely and used effectively in governance.

·     Facilitate quarterly review meetings and desk reviews with relevant departments and stakeholders to assess progress against defined targets and indices.

·     Develop and share knowledge products, such as policy briefs, technical guidelines, and data reports, to promote good governance practices.

Undertake any other responsibility assigned by the SDG Specialist.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Qualification:

A first-level university degree (Bachelor’s degree) with/or a Master’s Degree in Statistics/ Business Administration/ Management / Public Policy/ Administration or related fields from a recognized university or similar fields will be given an advantage.

Experience:

(1)  Minimum 2 years (with a Master’s degree) or a minimum of 4 years (with a Bachelor’s degree) of experience in data management, governance frameworks, and SDG-related monitoring, with a strong background and knowledge of IT programming, software development protocols and in data-driven and data analysis based decision-making and capacity building within the development sector or related fields is required.

 

Skills & Competencies:

(1)  Expertise in conducting surveys, monitoring, and reporting, with experience in preparing gap reports, data-based policy refinements, and designing SDG related reports (For eg.- SDG District Index Reports, Good Governance Index Reports, and Output-Outcome Monitoring Framework Reports etc.) is required.

(2)  Expertise in promoting data granularity and gender segregation in data collection processes, ensuring inclusivity and addressing gender disparities in governance and development outcomes.

(3)  Experience in stakeholder coordination and knowledge dissemination, including organizing quarterly reviews, desk reviews, and facilitating discussions to assess progress on SDG targets and governance indices.

(4)  Up to 2 year’s experience of designing SDG related reports (For eg.- SDG District Index Reports, Good Governance Index Reports, and Output-Outcome Monitoring Framework Reports etc.) at the National or Sate level is required

(5)  Strong experience in programme management, including planning, coordinating, and monitoring activities, and preparing progress reports.

(6)  Excellent communication, interpersonal, and presentation skills, with the ability to create knowledge products, such as policy briefs, technical guidelines, and analytical reports.

(7)  At least 2 years’ experience in developing data management systems or governance frameworks, including the development of SDG-related data platforms and tools is desirable.

(8)  At least 1 years’ experience in leading the enhancement of SDG Dashboards, including the integration of new features like constituency-level SDG indices, disaggregated data fields, and real time data platforms, to improve governance outcomes, is desirable.

(9)  At least 1 years’ experience in conducting capacity building and training for government officials and local governance bodies on the use of data dashboards and monitoring systems is desirable.

(10) Experience of working with international organizations including the UN will be desirable.

Required Competencies:

(1)    Ability to research and turn information into useful knowledge products, relevant for content, or responsive to a stated need.

(2)    Ability to extract, analyze and visualize data (including Real Time Data) to form meaningful insights and aid effective decision-making.

(3)    Demonstrated ability to conduct capacity building and training for government officials and local governance bodies on the use of data dashboards and monitoring systems.

(4)    Ability to engage with government departments, technical experts, civil society organizations, and stakeholders to promote data-driven governance and decision-making at all levels.

(5)    Ability to make an independent judgement based on set criteria and benchmarks.

(6)    Ability to anticipate client's upcoming needs and concerns.

(7)    Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results.

 

5. LANGUAGES:

Excellent knowledge of written and spoken English and Hindi is essential.

 

6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)

 

7. CONSULTANCY FEE:

The monthly consultancy fee for the position shall be commensurate with the Government norms, as applicable for the position. The professional fee will be subject to withholding taxes, as applicable.


8. NATURE OF ENGAGEMENT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
