Lead poisoning is one of the world’s most significant yet solvable environmental health challenges, disproportionately affecting children and vulnerable communities. Pure Earth is internationally recognised for its leadership in preventing lead exposure and supporting durable government-led systems for long-term lead poisoning prevention.

 

Pure Earth is currently in a phase of significant growth and expansion, supported by strategic partnerships with governments, philanthropies, and development institutions. This includes major multi-year support from Bloomberg Philanthropies and The Audacious Project to accelerate and scale lead poisoning prevention efforts in India and globally.

Pure Earth’s work is inherently cross-sectoral, requiring engagement across public health, environment, pollution control, manufacturing, industry, consumer safety, and regulatory ecosystems. Its work contributes directly to reducing toxic exposure, particularly among children, improving long-term developmental and health outcomes, and enabling safer, healthier communities.

 

Pure Earth India, registered as P.E. 3. JOB DESCRIPTION / RESPONSIBILITIES:

 

Pure Earth India is seeking a rigorous, analytically strong, and systems-oriented Monitoring, Learning & Evaluation (MLE) Manager to build and lead its monitoring, learning, and evaluation function in India.

 

This is a foundational role. The selected candidate will design Pure Earth India’s MLE architecture from the ground up, ensuring that evidence is at the centre of programme design, implementation, review, adaptation, and reporting.

 

This is not a routine compliance-monitoring role. Pure Earth India is looking for someone who thinks deeply about what good looks like, can translate complex programme logic into measurable outcomes, and has the technical skills to build systems that generate real-time, decision-relevant data.

 

The position offers an opportunity to contribute to high-impact environmental health interventions, generating actionable evidence on the pathways to reduce lead exposure. .

 

(A) Theory of Change & MLE Framework Design

(1) Lead the design and refinement of Theories of Change (ToCs) for Pure Earth India’s state-level programmes, in close collaboration with programme and technical teams;

(2) Develop comprehensive monitoring and evaluation plans, including outcome indicators, data collection methodologies, baselines, targets, reporting rhythms, and learning questions;

(3) Translate programme objectives, implementation strategies, and expected outcomes into practical, measurable, and field-usable MLE frameworks.

 

(B) Data Collection, Measurement & Quality Assurance

(1) Design quantitative and qualitative data collection tools including household surveys, source assessment tools, key informant interview guides, focus group discussion protocols, observational checklists, and field monitoring formats;

(2) Oversee field-level data collection processes, ensuring data quality, consistency, completeness, and ethical handling of programme data;

(3) Establish and maintain data management systems, quality assurance protocols, and documentation standards across programmes.

 

(C) Data Analysis, Learning & Concurrent Reporting

(1) Lead regular analysis of programme data to generate concurrent updates on implementation progress, emerging outcomes, bottlenecks, and areas requiring corrective action;

(2) Identify patterns, gaps, risks, and emerging insights across programmes and proactively surface these to programme leadership and implementation teams;

(3) Produce clear, evidence-based reports, briefs, presentations, and learning notes for internal teams, government partners, donors, and other stakeholders.

 

(D) Dashboards & Data Visualisation

(1) Design and maintain dashboards and visual reporting formats that translate programme data into accessible, decision-useful formats;

(2) Build simple, practical, and scalable systems for tracking indicators, activities, outputs, outcomes, and implementation milestones;

(3) Support data visualisation and evidence communication for donor reporting, government engagement, and internal programme reviews.

 

(E) Partner, Research & Capacity Building

(1) Serve as the primary MLE point of contact for external evaluation partners, research organisations, and implementation partners;

(2) Review deliverables from research and evaluation partners for quality, methodological rigour, usefulness, and alignment with programme objectives;

(3) Build the MLE capacity of programme staff and implementing partners through training, guidance, templates, and ongoing technical support.

 

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

 

Qualifications

Master’s degree in Public Health, Statistics, Economics, Social Sciences, Public Policy, Development Studies, Data Science, or a related field preferred. Candidates with a Bachelor’s degree and strong, relevant MLE experience may also be considered.

 

Experience

Essential:

(1) Minimum six to nine years of experience in monitoring, evaluation, and learning in the development sector, preferably in public health, environmental health, nutrition, health systems, climate, livelihoods, or other relevant sectors;

(2) Demonstrated experience designing Theories of Change, logframes, results frameworks, MLE frameworks, and monitoring plans for complex, multi-site programmes;

(3) Hands-on experience designing and managing quantitative and qualitative data collection, including surveys, baselines, assessments, KIIs, FGDs, monitoring formats, and field research protocols;

(4) Strong statistical and data analysis capability, with proficiency in STATA, R, Python, or equivalent data analysis tools;

(5) Experience developing dashboards and data visualisation platforms such as Power BI, Tableau, or similar tools;

(6) Experience producing evidence-based reports, briefs, presentations, and donor-facing updates that translate data into clear and useful programme insights;

(7) Experience coordinating with external evaluation partners, research organisations, consultants, or implementation partners.

Preferred:

(1) Prior exposure to public health, environmental health, pollution, toxic metals, child health, nutrition, or related evidence-based programmes;

(2) Experience working with government-linked, , or multi-state programmes;

(3) Experience building MLE systems or data systems in a growing organisation, start-up programme, or scale-up environment.

 

Skills and Competencies

(1) Strong conceptual ability to design MLE systems and monitoring plans from scratch;

(2) Excellent quantitative and qualitative research skills, including survey design, data interpretation, and evidence synthesis;

(3) Strong statistical orientation and comfort working with large and varied programme datasets;

(4) Ability to translate complex programme logic into measurable indicators and practical field tools;

(5) Excellent written communication skills, with the ability to convert data into clear, compelling, and decision-relevant narratives;

(6) Strong data visualisation, dashboarding, and presentation capability for technical and non-technical audiences;

(7) High ownership, attention to detail, systems orientation, and comfort working in a fast-paced, growing organisation;

(8) Willingness to travel to programme states as required.

 

5. IDEAL CANDIDATE PROFILE:

 

The ideal candidate is a hands-on MLE professional who combines strong statistical and data capability with the ability to design and implement practical monitoring systems in real programme settings.

 

The candidate should be able to conceptualise what meaningful programme progress and outcomes should look like, develop MLE frameworks and tools from scratch, work with programme and field teams to implement these systems, and generate timely analysis that helps leadership and programme teams make better decisions.

 

The role is particularly suited to candidates who are comfortable operating in a growing organisation where systems are still being built, and who can bring structure, rigour, and clarity without overcomplicating field implementation.

 

Candidates who have worked only on routine MIS, compliance reporting, or academic research, without substantial experience designing MLE frameworks, tools, analysis systems, or learning loops for implementation programmes, are unlikely to be suitable. Candidates available to join immediately or at short notice shall be preferred.

 

6. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is in the range of Rs 20 to 30 lacs per annum. The offer made to the selected candidate shall be commensurate with experience, suitability, and salary history.
