The position is located within the organisation’s Urban Poverty Alleviation theme and has been created to embed a dedicated climate-resilience lens across programmes serving low-income urban communities, particularly in relation to urban heat, flooding, water security and waste.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Head – Urban Poverty Alleviation, the Programme Manager – Climate Resilience and Sustainability (PM-CRS) will, in consultation with the Theme Head, independently lead the design, development, execution and monitoring of Urban Climate Resilience and Sustainability programmes. The incumbent will be accountable for achievement of agreed programmatic and financial targets and will provide technical and strategic inputs to thematic strategy and programme documents.
Key Responsibilities:
(1) Lead, in consultation with the Theme Head, the design and monitoring of climate-resilience programmes addressing urban heat, flooding, water security and waste.
(2) Work with UPA team members and relevant functional teams to integrate climate resilience across programmes; support assessments, database development and maintenance, and monitoring, evaluation and impact studies.
(3) Remain accountable for achievement of agreed programmatic and financial targets. Monitor progress through field visits, assessments, data analysis and periodic reviews, and recommend corrective and strategic actions in consultation with the Theme Head.
(4) Coordinate with technical partners and synthesise inputs for policy briefs, technical reports, assessment frameworks and knowledge products. Track climate challenges facing urban centres, emerging trends in climate planning and relevant technologies for urban sustainability. Independent authorship of policy briefs and technical reports will be an advantage.
(5) Build and manage relationships with government departments, civil-society and implementation partners, grantees, development partners, and academic and technical institutions.
(6) Manage the end-to-end grant lifecycle for assigned projects, including programme and proposal development, appraisal, budgeting, implementation monitoring, reporting and closure, with appropriate support from finance and other central functions.
(7) Review and assess plans, designs, bills of quantities (BOQs) and proposed technical solutions to determine their suitability for climate-responsive housing, neighbourhood and city-level interventions.
(8) Undertake any other task assigned by the Theme Head.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
A Bachelor’s degree in Urban Planning or Architecture is essential. A postgraduate qualification or formal specialisation in Climate Planning, Climate Sciences, Sustainable Development, Environmental Engineering or a related discipline will be preferred.
(2) Professional certifications in GIS, spatial analyses ESG, GHG accounting will be an advantage.
Experience:
(1) 10-15 years of professional experience of implementing urban climate sustainability and resilience projects;
(2) Demonstrated experience of working on community, development-sector or not-for-profit assignments, with exposure to programme implementation, monitoring, grant management and stakeholder coordination, is essential. Candidates whose experience is limited to commercial architecture or planning projects will not be considered.
(3) Experience of urban climate adaptation and/or resilience programming involving government, civil-society organisations, development partners or multilaterals. Experience of managing multiple grantees or consortium arrangements will be an advantage.
Skills and Competencies:
(1) In-depth knowledge of climate resilience, nature-based solutions, environmental sustainability and sustainable infrastructure.
(2) Experience of implementing and leading climate resilience programmes in the urban sector.
(3) Strong understanding of national climate change policies and institutional frameworks.
(4) Proven ability to engage government, civil society, grantees, development partners, and academic and technical institutions; build strategic partnerships; and coordinate diverse stakeholders.
(5) Excellent written and verbal communication skills, including the ability to coordinate technical inputs and synthesise them into clear proposals, reports, presentations and knowledge products.
(6) Strong analytical, problem-solving and programme-management skills, with demonstrated ability to independently manage programme strategy, financial targets, monitoring and the end-to-end grant lifecycle.
(7) Ability to review and apply technical judgement to urban plans, architectural or infrastructure designs, BOQs and climate-resilience solutions.
5. COMPENSATION OFFERED:
The compensation offered for the position is competitive and commensurate with experience and salary history.
6. LOCATION & NATURE OF APPOINTMENT:
(1) Location: New Delhi
(2) Nature of Appointment: Full-time, fixed-term appointment for three years.
