Job Description
1. POSITION VACANT: Technical Advisor – Dietary Risk Prevention, Resolve to Save Lives (2 Vacancies; one in Bhubaneshwar and one in Jaipur)
2. ORGANIZATION BACKGROUND:
Resolve to Save Lives (RTSL) is a US-based nonprofit organization that works in collaboration with government and other partners to end preventable deaths from cardiovascular disease. The organization is working to increase the global control of hypertension to 50%, reduce the global intake of salt by 30% and eliminate artificial trans-fat from the global food supply chain. RTSL is committed to saving lives from these preventable causes by implementing scalable and proven strategies to reach these goals.
Resolve to Save Lives Services Private Limited (RTSL-SPL) is a wholly owned subsidiary of RTSL and advances the organization’s mission in India by adapting these strategies to the country context. RTSL-SPL collaborates with experts, offers technical assistance, provides programmatic support, and generates evidence for policy action. RTSL-SPL aims to enhance cardiovascular health outcomes in India through evidence-based interventions and innovative strategies and is committed to supporting the Government of India in achieving Sustainable Development Goal (SDG) 3.4.
Unhealthy diets are among the leading risk factors for cardiovascular disease (CVDs), especially diets high in unhealthy fats, sugar and salt. These dietary risks are associated with hypertension, diabetes, obesity, and other conditions that precede heart disease and stroke. Because dietary risk factors are modifiable, they offer an opportunity for prevention through evidence-based interventions.
RTSL’s cardiovascular health program supports the efforts of state governments to strengthen hypertension and diabetes prevention and control within the public health system. In addition to improving quality of care through standardized protocols, better follow-up, and treatment continuity, the initiative also contributes to broader population-level strategies such as salt reduction and trans-fat elimination, in alignment with national NCD priorities. By providing technical assistance, capacity-building, and data-informed planning, the program aims to help states enhance service delivery, advance evidence-based public health interventions, and accelerate progress toward improved cardiovascular health outcomes.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Senior Technical Advisor – Nutrition, RTSL-India, the Technical Advisors, Dietary Risk Prevention (TA-DRP) will provide support to the State Governments of Odisha and Rajasthan in advancing healthier diets and reducing dietary risks for the prevention and management of cardiovascular diseases, with a particular focus on salt reduction and trans-fat elimination. The positions will work closely with the State NCD Cells and the Food Safety Departments and contribute to the development and implementation of statewide strategies to promote healthier dietary practices.
Key responsibilities include providing technical support for planning and implementing capacity-building initiatives, developing technical resources and tools, and coordinating with multiple internal and external stakeholders. The TA-DRPs shall also collaborate closely with the State Leads to ensure that dietary risk reduction efforts are effectively integrated into broader cardiovascular health systems strengthening.
The ideal candidates shall be dynamic and experienced professionals with a strong background in public health or public health nutrition, relevant experience in NCDs or dietary risk reduction, excellent writing and communication skills, and a demonstrated ability to work collaboratively with diverse government and non-government stakeholders.
Key Job Responsibilities:
A. Development and implementation of Salt Reduction strategies
(1) Provide technical assistance to the State NCD Cell for the development and implementation of statewide salt reduction strategies as part of the NCD programme;
(2) Develop a state-level dietary risk-reduction plan, positioning salt reduction as a core cardiovascular disease (CVD) prevention strategy;
(3) Design and implement a capacity-building plan for facility- and community-based public health staff on dietary risk-reduction communication and behaviour-change approaches;
(4) Develop, adapt, and maintain knowledge management materials, including technical guides, IEC materials, job aids, and training modules;
(5) Support integration of salt-reduction counselling across NCD services and related programmes such as PM-POSHAN, ICDS, and the School Health Programme (SHP);
(6) Coordinate with the Monitoring & Evaluation Advisor to monitor relevant indicators, analyse data, and guide program adjustments;
(7) Undertake additional tasks as required to ensure successful implementation of dietary risk-reduction activities.
B. Trans-Fat Elimination
(1) Support the Food Safety Department in achieving and maintaining compliance with FSSAI trans-fat limits;
(2) Strengthen surveillance, sampling, and laboratory workflows related to TFA monitoring;
(3) Support training of Food Safety Officers and assist in enforcement planning;
(4) Facilitate engagement with food business operators, edible oil manufacturers, and industry associations to promote TFA-free practices.
C. Cross-Sector Coordination
(1) Facilitate convergence between the Food Safety Department, State Health Department (NCD, Nutrition), Education Department, and ICDS to strengthen planning and implementation of dietary risk-reduction initiatives;
(2) Coordinate with relevant institutions, academic bodies, and technical partners to enhance programme quality and leverage expertise;
(3) Provide technical inputs for Technical Working Groups (TWGs), state-level planning meetings, and review processes;
(4) Ensure salt-reduction and TFA-elimination activities are aligned with the broader CVH strategy and contribute to systems strengthening

(2) Quarterly technical updates and reports
(3) Training modules, SBCC tools, and technical resources
(4) Compliance monitoring summaries for salt and TFA interventions
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification
(1) Master’s degree in Public Health, Public Health Nutrition, Food Technology, Nutrition, MHA, or a related field.
Experience
(1) Minimum seven years of relevant experience supporting state-level nutrition or NCD programmes at state level;
(2) Prior experience working with Health, Food Safety, Education, and ICDS departments is preferred;
(3) Strong understanding of nutrition, dietary risk reduction, SBCC, and behaviour-change communication approaches;
(4) Experience in developing technical resources, including training modules, tools, and guidance documents.
Skills and Competencies
(1) Demonstrated ability to provide technical support, build capacity, and transfer skills to government counterparts;
(2) Strong written and oral communication skills, with the ability to persuade, influence, and build strong partnerships;
(3) Proficiency in MS Office;
(4) Willingness to travel within the respective state (Odisha or Rajasthan) and occasionally across India;
(5) Fluency in English is required. The TA-DRP based in Bhubaneshwar shall additionally need to be fluent in Odia and the TA-DRP in Jaipur in Hindi.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the positions is attractive and in alignment with salaries paid by leading I/NGOs for similar roles. The offers made to the selected candidates shall be commensurate with qualifications, experience, and salary history.
