Tele and Data Entry Operator

1. POSITIONS VACANT: Tele and Data Entry Operator, International Not-for-Profit Organization, Bhubaneswar.

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Tele and Data Entry Operator will act as the central coordination point for receiving real-time alerts from Antimalaria Champions (AMCs), PRI members, frontline workers, and community volunteers across 10 high burden blocks, documenting suspected fever clusters and unusual health events through structured formats, entering alerts into the IHIP Community Reporting Portal, and ensuring rapid notification to Block Medical Officers and VBD Supervisors for verification and response within 48 hours. This role is essential to bridge the gap between community-event reporting and formal health system action, particularly in remote tribal and forested geographies where surveillance gaps and delays in response remain significant. S/he will be responsible for the following work;

Key Job Responsibilities: 

1. Toll-Free Call Intake & Case Documentation-The Operator will serve as the primary focal point for receiving and managing all incoming calls from Antimalaria Champions through the designated toll-free helpline. Responsibilities include systematically documenting every reported fever or malaria-related event using the prescribed structured reporting proforma, capturing complete information such as village/hamlet details, number of suspected cases, symptoms, reporting individual information, and any other relevant epidemiological data. The consultant will maintain accurate, complete, and up-to-date call logs, ensuring that all reports are recorded in a standardized format for subsequent surveillance, verification, and analysis while maintaining professionalism, confidentiality, and responsiveness during all interactions;

2. IHIP Data Entry & Surveillance Reporting Compliance- The Operator will ensure timely and accurate entry of all verified call information into the Integrated Health Information Platform (IHIP) Community Reporting Portal in accordance with Government of India reporting protocols. Responsibilities include validating data prior to submission, maintaining completeness and accuracy of records, ensuring adherence to prescribed reporting timelines, and supporting surveillance data integrity. The consultant will also maintain daily, weekly, and monthly reporting records, identify inconsistencies or missing information, and ensure compliance with established surveillance reporting standards and data quality requirements;

3. Alert Generation & Escalation Management - The Operator will generate, disseminate, and monitor surveillance alerts based on reported fever or malaria events requiring field action. This includes forwarding automated or manual alerts to the respective District and Block Vector Borne Disease (VBD) teams through the designated communication channels. High-priority events, unusual clustering of cases, or suspected outbreaks shall be immediately escalated to the State and District VBD teams and the M-SPARR Program Coordinator for prompt response. The consultant will maintain records of all alerts issued, track acknowledgements from field teams, and document initial response actions to ensure timely surveillance interventions;

4. Verification Follow-Up & Surveillance Loop Closure -The Operator will coordinate with District and Block health officials to monitor the status of field verification activities initiated in response to surveillance alerts. Responsibilities include conducting regular follow-ups on pending investigations, documenting verification findings, updating surveillance records based on field feedback, and ensuring that each reported event progresses through the complete surveillance cycle until verification, investigation, and case closure are completed. The consultant will maintain comprehensive documentation of actions taken and support timely closure of all surveillance cases while highlighting unresolved issues requiring further intervention;

5. Surveillance Analytics, Compliance & Capacity Support -The Operator will compile and analyze routine surveillance indicators, including call volumes, reporting trends, alert generation, response timelines, field verification status, positivity rates, and other relevant program metrics for periodic review and decision-making. Responsibilities include preparing surveillance summaries, dashboards, and reports for review meetings, ensuring compliance with Government of Odisha data confidentiality, privacy, and information security protocols, and maintaining secure handling of surveillance information. The consultant will actively participate in training, review meetings, supportive supervision, and continuous quality improvement initiatives to strengthen surveillance system performance and enhance reporting efficiency;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience
(1) Graduate in any discipline (preferably Science, Social Science, or Public Health related field);

(2) Minimum 1 year of relevant experience in tele-calling and/or data entry (preferably in health sector);

(3) Excellent working knowledge of Odia language (speaking & understanding) is mandatory.

Working knowledge of Santali/Ho will be an advantage;

(4) Proficiency in computer applications, especially MS Excel, Google Sheets, and web-based data entry portals;

(5) Prior experience with IHIP, IDSP, or any government health reporting portal will be an advantage;

(6) Good communication skills and ability to handle calls professionally;

Skills and Competencies:
(1) Strong listening and accurate data recording skills;

(2) Ability to work under pressure and manage high call volumes during peak transmission seasons;

(3) Basic understanding of malaria symptoms and public health surveillance;

(4) Team player with strong coordination skills;

5. Compensation Offered: Gross remuneration budgeted for the role is INR 40,000/- per month.

8. NATURE OF Engagement:

The selected candidate shall be engaged as a Fixed Term Employee (FTE) on the rolls of SAMS, a third-party payrolling agency, for a full-time engagement initially offered for a period of six months. The FTE is extendable based on performance and project requirements.
