RFP Specification: Hiring an agency to provide a Self-Booking Tool (SBT) for travel services on a Pan India basis for Jhpiego's ICO and state offices, for a period of one year.

Preferred Vendor:

Jhpiego intends to award the preferred vendor status for a period of 3 years and contracting will be on yearly basis. The renewals will be based on the past performance.

Multiple programs implemented by Jhpiego with different state governments are having specific learning agenda and objectives. Each program involves wide range of data collection in various implementation geographies across India.

Introduction:

Jhpiego Corporation seeks to select a Travel Agency (henceforth referred to as ‘Agency’) offering most competitive rates with best travel related services.

The ‘Agency’ should be able to provide value for money solution in terms of cost effective, timing and comfort of travel to staff/ consultants of Jhpiego Corporation on a regular basis.

Submission Procedures:

The Applications should be as per the following before closing date:

• Proposal must be submitted through mail on above mentioned with Annexures (General Information) duly filled, signed and stamped by the authorised representative.
• Jhpiego reserves the right to waive irregularities and to reject any or all bids. 
• Jhpiego also reserves the right to negotiate with the selected bidder in the event that the price exceeds available funds.
• Jhpiego may consider informal any Proposal not prepared and/or not submitted in accordance with the provisions hereof and may waive any informalities or reject any and all Proposals.  Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof.
• Responses to this Request for Proposals are required to be submitted on or before due date 27 September 2026on:jhpin.procurement@jhpiego.org mentioned email id only.
• Delay submitted proposal shall be rejected only Procurement committee will have the right to consider in specific situation.
• Please share your proposal as per the below details, in two separate files-
• Required docs- for initial screening as mentioned below under proposal content.
• Financial Proposal – Must be password protected, only in the template eclosed with this RFP.
• Incomplete application forms are liable to be rejected. No further correspondence will be entertained from rejected applicants.
• The application of the selected agency should be signed by the authorised signatory confirming that all the details furnished in the application are true and correct to the best of his/her knowledge and that in case any false information or suppression of any material information is furnished, the application shall be liable for rejection by Jhpiego Corporation.

Opening, Evaluation and Agreement:

• Proposal may be opened by Jhpiego at any time after the submission deadline.  All proposals satisfying the requirements of this RFP will be evaluated to establish which of the applicant(s) best fulfils the needs of Jhpiego.
• Jhpiego anticipates entering into an agreement with an agency to execute the proposed work.
• This RFP does not commit Jhpiego to award a grant / contract or to pay any costs incurred in the preparation of a Proposal for the goods and/or services offered. 
• Jhpiego reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with all qualified applicant(s) or to cancel this RFP, if it is in the best interests of Jhpiego to do so. The decision of Jhpiego shall be final.
• Only shortlisted agency / agencies shall be contacted.
• Selection will be based on evaluation done by a selection committee based on, in addition to cost effectiveness of proposal, services offered, alignment with our requirements, ease of use and access, availability of single point of contact for issues etc.

The information provided in this RFP is intended to give bidders an overview of the project and its requirements. It is indicative and not exhaustive. Jhpiego reserves the right to modify, add, or remove elements of the scope as deemed necessary during the tender process or subsequent stages

Proposal Contents:

Proposals should include vendor’s description of the work that would be performed along with following information:

• Contact information: i) name of the vendor; ii) postal address; iii) telephone/Fax; iv) email address
• Copy of registration certificate, GST, PAN Card, etc.
• The contact information of a representative of your firm with whom Jhpiego can contact on a day-to-day basis.
• Agency should have at least INR 50 lakh average turnover in immediately preceding three financial years (as per audited financial report).
• Brief note on relevant previous experience of your firm along with clientele (preferred in development sector)
• Agency registered with International Air Transport Association (IATA) and Indian Railway Catering and Tourism Corporation Ltd. (IRCTC). Kindly provide the relevant supporting documents.
