1. POSITION VACANT: State Heads, Transform Schools, People For Action, (Two Vacancies; one in Bengaluru and one in Hyderabad)

 

2. ORGANISATION BACKGROUND:

 

Transform Schools is an Indian NGO and started in 2019 to provide evidence-driven and impactful educational solutions to bridge the learning gap in India’s secondary schools. It works to ensure that every child realises their full potential in school and beyond. Anchored in India’s national priorities and the Sustainable Development Goals (SDGs 4, 5, and 10), its mission is to improve learning outcomes, promote gender equity, and expand life opportunities for secondary-grade students aged 13–18.

 

The organisation co-designs and implements evidence-based education programmes with State governments, with a focus on strengthening foundational learning, building equitable learning environments, and preparing students for transitions beyond school. Its work combines pedagogical innovation, teacher development, data-driven instruction, and systemic reform to ensure every adolescent—especially those from underserved communities—can thrive. As co-convenors of the State of Secondary Education (SOSE) global collaborative, the organisation is also shaping a global agenda to position secondary education as a societal minimum standard—mobilising research, investment, and practice across the Global South.

The organisation’s work spans two institutional vehicles: People For Action, a charitable society that delivers CSR and grant-funded programmes, and The Transform Trust, which leads outcomes-linked engagements.

With a strong footprint across multiple States (definite plans for expansion and deepening of its work) and a commitment to scale, the organisation aims to reach 30 million children by 2030, building a future where quality secondary education is a reality for all.

3. JOB DESCRIPTION/ RESPONSIBILITIES:


Reporting to the Chief Executive Officer and dotted line to Deputy Director - Quality Implementation, the State Heads will have the overall responsibility of identifying partnerships and opportunities with government, donors, and not-for-profit organisations for replicating the organisation’s programmes in their respective states Karnataka and Telangana.

The State Heads lead the development of the programme portfolio, building Transform’s profile at the regional and state(s) level, for high-quality programme implementation and advocating on issues related to education.

 

Key Job Responsibilities:

A. Partnerships for Programme & Network Development:

(1) To pursue new and manage existing partnerships with governments, donors, thought leadership forums and civil society organisations effectively;

(2) Lead the review, revision and finalisation of the Transform resources for the programmes in line with organisational standards and the state(s) government’s recommendations;

(3) Finalise capacity building design and resources for training key stakeholders, including the internal team and any other programme implementation partners;

(4) Support the state government in collaboration with the ‘Deputy Director - Quality Assurance and Impact’ to ensure programme monitoring framework, indicators, formats and protocols for tracking and reporting on Transform Programmes;

(5) Anchor thought leadership through the delivery of dissemination events in the state(s) and region to share lessons learnt and encourage replication;
(6) Along with the Deputy Director - QI plan and strategise the roll-out of ALT/ PARity/ FSLP and any other whole school programmes in the state/ districts/ schools using the recommended pathways and always keeping the quality standard in mind.

 

B. Programme Implementation, Technology Integration, Financial Management and Quality:

(1) Lead implementation and tracking of Transform programmes in the states along with integration of technology systems, and integration into high-priority governance processes;

(2) Lead internal team and build capacity for high-quality outcome-focused implementation, government liaison, data-based management and systems change principles;

(3) Identify, manage and support consultants for programme implementation as per agreed terms of reference;

(4) Plan and ensure timely support to the state(s) government in the distribution of all teaching and learning resources for training and school-level implementation;

(5) Lead planning and delivery of capacity building for government officials, Master Trainers, Head Teachers, teachers and other stakeholders to deliver Transform Programmes;

(6) Review, analyse and lead reflection on programme progress through data Management Information Systems and update Deputy Director – QI (DD-QI) to plan action and advocacy initiatives;

(7) Ensure smooth implementation of activities in the District Education Excellence Centres;

(8) Plan, track and report on budget utilisation to DD-QI as per monthly and quarterly milestones; review planned activities and actual expenditure;

(9) Ensure that partners (such as technical agencies and state education departments) submit programme and financial documents as per the agreement.

C. Programme Monitoring, Quality Assurance and Reporting:

(1) Agree on programme monitoring and outcome framework with state(s) government to assess quality of implementation and programme impact;

(2) Share progress (programmatic and financial) and key quality concerns with the Deputy Director – Programme Design and Quality on a monthly and quarterly basis;

(3) Share monthly report to the DD-QI, on the progress, including data on syllabus completion, pre-post assessments, student participation, observation reports on teaching practices and status of teaching learning facilities;

(4) Ensure timely and high-quality documentation and reporting by consultants.

D. Key Relationships:

(1) Liaise with the state and district education departments, partner schools and academic/ thought leadership institutions;

(2) Work closely with the Transform team as part of a mutually supportive team to ensure high-quality and on-time implementation of the project;

(3) Maintain regular contact and dialogue with consultants, subject experts and partners to coordinate all programme activities.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:
Master’s degree in Education, Management, International Development or Social Sciences;

Experience:
(1) Minimum of five years’ experience in managing state-wide programmes and grants in primary, secondary or higher education or any other human capability building sector in partnership with the government;

(2) Demonstrated technical knowledge of the following areas in the context of education: education management, in-service and pre-service training, pedagogy, accelerated learning programmes, student learning assessments and improvements in the quality of teaching and learning;

(3) Experience in developing education resources/ research papers, including implementation, training, teaching and learning resources;
(4) Experience of leading or being a crucial part of technology-based scaling/ adoption projects across any human capability building domain;
(5) Demonstrated ability to successfully work with a range of stakeholders, including government agencies, community leaders, donors and NGOs on issue-based advocacy initiatives;
(6) Experience of managing government partnerships.

Skills & Competencies
(1) Technical expertise in STEM or Languages;
(2) Exceptional project management, training, writing, public speaking, and data analysis skills;
(3) Excellent working knowledge of Microsoft Office and rendering tools;
(4) Strong management and leadership qualities, including the ability to innovate;
(5) Excellent organisational and planning skills, ability to work in a fast-paced work environment and meet deadlines consistently;
(6) The job may require up to 30% travel to the focus blocks and districts in the respective states of Karnataka and Telangana.

Desirable Requirements
(1) Excellent communication skills, including the ability to facilitate diverse groups. Kannada and Telugu speaking abilities for their respective states, or the appetite to pick up these languages as new languages;
(2) A passion for creative problem-solving and enthusiasm;
(3) Experience in writing education resources/ research papers including implementation, training, teaching and learning resources;
(4) Knowledge of cutting-edge research and evaluation in education including evolving policy priorities at State & National level;
(5) Alignment with Transform Schools priorities;
(6) A sense of humour and patience.

5. COMPENSATION OFFERED:


The gross compensation budgeted for the position ranges from Rs. 12 to 16.3 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

7. DURATION: Two-year fixed term contract (Renewable)
