Mode of submission

Bidders are required to submit their proposals by email only using the two-bid system. The subject line of each email must clearly indicate the type of proposal, as follows:

 

1. Technical Proposal – Development and Implementation of Digital Communication Content and Outreach Activities

2. Financial Proposal – Development and Implementation of Digital Communication Content and Outreach Activities

 

The Technical Proposal and Financial Proposal must be submitted simultaneously as separate emails. The Financial proposal enclosed in a password-protected file. The password for the proposal shall be shared only upon request by the procuring authority.

Introduction

India HIV/AIDS Alliance (Alliance India), with the support of Jhpiego and the Maharashtra State AIDS Control Society (MSACS), has been given the opportunity to implement a targeted digital communication initiative to reach priority populations in Maharashtra who remain underserved through conventional outreach approaches. This initiative focuses on engaging populations operating within hard-to-reach and informal digital spaces, with the aim of improving awareness and access to HIV prevention, testing, treatment, and care services.

 

This initiative will explore innovative and context-specific communication approaches to address existing gaps in outreach and service uptake. It aims to develop and disseminate tailored digital content that resonates with diverse audience segments, taking into account their unique behaviors, access points, and communication preferences across digital platforms.

 

The overall objective is to strengthen awareness and improve engagement with HIV services among priority populations, contributing to the goals of the National AIDS Control Programme (NACP), including progress toward the 95–95–99 targets and elimination of vertical transmission. The initiative will also generate insights on effective digital communication strategies that can be adapted and scaled within program implementation.

 

In this context, the project will focus on developing and deploying digital content, including static media and short-form videos, along with creator-led outreach to amplify messaging and improve reach. These efforts are expected to inform future communication strategies and enhance the effectiveness of digital interventions in reaching unreached populations.

 

In evaluating proposals, the Alliance India will follow a Quality and Cost-Based selection. The most economically advantageous bid is established by weighing technical quality against price on a 80:20 basis.

 

The contract may be split among multiple bidders were considered beneficial for delivery timelines, geographical coverage, or operational requirements etc.

 

Alliance India reserves the right to negotiate prices, split the award, or reject any or all proposals without assigning any reason.

 

Timeline:

Approximately 45 days from the start of the contract date. 

 

Submit a brief concept note highlighting the following:

  • Organisational profile presentation
  • Brief background and understanding of the project, including target populations and need for digital outreach
  • Approach and methodology for development of deliverables, including all content creation, dissemination strategy, and stakeholder coordination
  • Proposed timeline with key milestones for completion of activities
  • Detailed estimated budget covering content development, influencer engagement, dissemination (including paid amplification, if applicable), reporting, and project management
  • The latest CVs of key people highlighting similar work is to be shared.
