Collective Inclusive Action by Civil Society Organizations in Odisha (SAMAHITA Project)

1. Programme Information

2. Background

Handicap International (HI), with financial support from the European Union and in partnership with SMRC, EKTA and SADHANA, is implementing the SAMAHITA Project from January 2024 to December 2026 across six districts of Odisha.

The project seeks to strengthen the capacity of Civil Society Organizations (CSOs) and support the participation of marginalized and intersectional vulnerable communities in governance and development processes. Key interventions include CSO capacity strengthening, promotion of inclusive governance, digital inclusion, policy engagement, access to public services and entitlements, and strengthening of collective action among community-based organisations and networks.

A baseline study was conducted in 2024 to establish benchmark values for selected Logical Framework indicators. As the project approaches completion, HI intends to commission an independent Endline Study to measure the final status of selected indicators and compare endline results with baseline values and approved project targets.

This assignment is an Endline Indicator Measurement Study. The primary objective is to generate reliable endline values for selected indicators and compare them with baseline values and approved targets. The study is not intended to be an OECD-DAC programme evaluation and should not be interpreted as an assessment of programme relevance, effectiveness, efficiency, impact, sustainability or attribution.

3. Purpose of the Consultancy

The purpose of this consultancy is to conduct an independent Endline Study to measure the final values of selected Logical Framework indicators and compare these results, where applicable, with baseline values and approved project targets.

The consultant shall:

• review the selected indicators and their measurement requirements;
• review relevant project documents and baseline information;
• assess baseline-endline comparability;
• propose and finalize an appropriate study methodology;
• develop and/or finalize data collection tools;
• develop an appropriate sampling strategy and sample size;
• conduct data collection or oversee data collection as agreed;
• ensure appropriate data quality assurance procedures;
• analyse the collected data;
• calculate endline indicator values;
• compare endline findings with baseline values where appropriate;
• assess achievement against approved targets;
• present indicator-level findings and interpretation;
• produce datasets, indicator tables and reports suitable for donor reporting and organizational learning.

The study may document observed changes between baseline and endline measurements; however, it shall not make claims of causal attribution unless the study design explicitly supports such conclusion

11. Consultant Qualifications

The Endline Study shall be undertaken by a qualified individual consultant or consulting firm with demonstrated expertise in designing and implementing large-scale social research, baseline and endline studies, programme assessments or similar assignments for national or international development organizations.

The lead consultant shall possess the following minimum qualifications:

Essential Qualifications

• A postgraduate degree in Social Sciences, Development Studies, Statistics, Public Policy, Economics, Disability Studies or another relevant discipline.
• At least 10 years of professional experience in designing and leading large-scale research studies, baseline/endline studies or programme assessments related to CSO capacity assessment.
• Demonstrated experience in conducting assignments for donor-funded development programmes, preferably funded by the European Union or other international development agencies.
• Proven expertise in mixed-methods research, including study design, sampling, quantitative and qualitative data collection, statistical analysis and report writing.
• Excellent analytical, communication and report writing skills in English.
• Desirable Qualifications
• Preference will be given to consultants or firms with demonstrated experience in:
• Disability-inclusive development and intersectionality;
• Civil society strengthening and organizational capacity development;
• Inclusive governance, rights-based programming and social accountability;
• Organizational Capacity Assessments;
• Digital data collection and management systems; and
• Statistical analysis using recognised analytical software.

The consultant or consulting firm shall demonstrate the availability of a suitably qualified multidisciplinary team with expertise in research design, quantitative and qualitative analysis, field coordination, data management and quality assurance, commensurate with the scope and complexity of the assignment.
