Consultancy Services For IMPACT ASSESSMENT OF STEAM LABs

(Data Entry, Data Analysis & Report Writing) Under STEAM LABS for Govt. Schools Supported by H&M Service Grant

1. Introduction of Bal Raksha Bharat (Also known as Save the Children):

Bal Raksha Bharat (also known as Save the Children) is India’s leading independent child rights’ organisation, which works in 19 states and 3 Union Territories of the country. 2. Project’s Background: 

Bal Raksha Bharat (Save the Children India), in partnership with H&M Services, is implementing a STEAM education initiative to strengthen experiential learning in government schools. The current phase focuses on establishing STEAM Centres in North Karnataka while also assessing the long-term impact of the STEAM labs established in Bengaluru Urban and Rural during 2024–2026.

The impact assessment covers 11 government schools in Bengaluru Urban and Rural where the STEAM project was implemented between 2024 and 2026. The assessment aims to evaluate changes in student engagement, conceptual understanding, scientific inquiry, and the adoption of STEAM-based teaching practices by teachers, while also documenting the sustainability and long-term outcomes of the intervention.

GEOGRAPHY:

11 Schools in Bengaluru urban (8 schools) and Rural (3 Schools):

Total number of data to be analyzed:

1. Teachers survey across Science/Math/ICT faculty, aiming for a census sample of 22–25 teachers
2. 6 FGD sessions total across 3 Hub schools (each containing 10 students)
3. School Profile and infrastructure across 100% project schools (11 schools)
4. Secondary academic registry – 30% sample across grade in 3 Hub schools

3. Objective of the Assessment

• Evaluate operational health, utilization rates, and infrastructure status of the STEAM setups.
• Gauge qualitative behavioral shifts, STEM interest, and problem-solving capacities among target middle/high school students.
• Document teacher capacity integration and institutional challenges within the existing curriculum layout.
• Produce an analytical, donor-ready final evaluation report before the H&M Sweden team visit in September. 

4. Study Methodology: Hub-and-Spoke Model

The study uses an optimized tier framework to maximize analytical depth within constrained resources:

Hub Tier (3 Deep-Dive Schools): On-site physical evaluations, qualitative focus groups, and intensive academic record retrieval.

Spoke Tier (8 Light-Touch Schools): Remote channels, digital tool entries, and aggregated institutional academic registers.

5. Provided Assessment Tools & Sample Matrix

Bal Raksha Bharat will provide 4 pre-drafted data collection tools to the selected evaluator. The consultant will review, finalize, digitally develop and deploy these tools across the specified sample thresholds:

Tool 1: Teacher Survey (Digital Form) — Targeted at Science/Math/ICT faculty, aiming for a census sample of 22–25 teachers.

Tool 2: Student FGDs (In-Person Guide) — 6 sessions total across Hub schools, strictly enforcing a 50% gender split and multi-tier academic grouping with no teacher presence.

Tool 3: School Profile & Infrastructure Checklist (Digital Portal) — 100% completion across all 11 project schools.

Tool 4: Secondary Academic Registry (Excel Extract) — Compilation of past and present examination marks for a 30% sample in Hub schools.

Duration of study: The time duration of the assessment reports will be 45 days from the award of the contract. It is expected that the agency/consultant will submit the first draft reports by 30^th day of award and final report by 45^th day from the award of the contract.
