Description of RFP

HCLFoundation requests for proposal from eligible NGOs/CSR implementing agencies for system strengthening, assessment, gap identification and implementation of an integrated model for waste management. HCLFoundation’s response towards waste management and its ecosystem will include:

• Brief needs assessment to analyze the current situations of Urban Local Body (ULB) and furnish feasible solutions and plans to sustainably manage the waste systems and processes.
• Implementation and strengthening of existing systems of waste management operations in the defined areas, including end-to-end systems for processing of waste in accordance with the SBM–U 2.0 guidelines and new Solid Waste Management Rules 2026.
• Development of an integrated model of Waste Management, by means of creating ‘Model ULBs’, creating clean wards and reinstating the aesthetic clean-green value.
• An enabling environment and behavioural practices prompting prolonged safe sanitation practices developing holistic waste management in Lakhimpur Khiri district.
• To raise awareness and actively involve communities and urban bodies in waste management efforts.
• To connect and liaison with all the concerned departments responsible for waste management in the respective ULBs for smooth implementation of the project (state government, state missions, district and ULB administration) .
• To measure the effectiveness of waste management initiatives and adapt strategies accordingly.  

Background

Swachh Bharat Mission (both urban and rural) was contemplated as People’s movement (Jana Andolan) for ensuring 100% hygiene, waste management and sanitation across the country. For effective implementation of Swachh Bharat Mission, ULBs play a significant role in obtaining the active participation of the Ward Committees, Area Sabha(s), Resident Welfare Associations, NGOs and Civil Society Groups.

Poor sanitation has significant health costs and untreated sewage from cities has been the single biggest source of water resource pollution in our country that lead to severe health hazards. The district of Lakhimpur Khiri has 12 Urban Local Bodies (ULBs) and HCLFoundation, through its flagship program Samuday, has been working with one of the ULBs with an aim of achieving total solid and liquid waste management in the area. With Lakhimpur Khiri being a peri-urban area, ULBs of the district face specific challenges unique to their local context. Some of the challenges include infrastructure deficits, limited resource and funds, rapid industrialization and unplanned sewage treatment, limited knowledge and awareness on hygiene practices among communities and may more.

During initial assessments and observations, it was found that there is improper solid and liquid waste management. Urban local bodies require support in managing the waste generated within the ULBs. The interventions should include various approaches such as strategies, innovations, strengthening of the existing system, capacity building of the frontline workers and IEC/BCC activities for sustainability.

The proposal (technical & financial) shall contain following documents:

• Registration Certificate
• 12 A Certificate
• 80 G certificate
• CSR-1 registration 
• Trust Deed (if NGO) otherwise Memorandum of Association/ By-Law 
• Pan Card
• FCRA certification (not mandatory)
• Last three-year Income Tax Return (ITR)
• Audited financials for the last three years
• Last year annual report
• Board members list (with address, designation and contact number)
• Any support request letter from Govt. in context of COVID-19.

• Organizations are expected to adhere to the activity timelines listed in Annexure I. Applicants are encouraged to submit proposals and deliver the proposed work in alignment with HCLFoundation’s Gantt Chart in Annexure I.
