Job Description

1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization (INPO), Multiple District of Himachal Pradesh

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant will work Under the National TB Elimination Programme (NTEP), early and universal drug-susceptibility testing through NAAT (CBNAAT/Truenat) is mandatory for all presumptive TB patients. Timely sputum collection and rapid transportation to NAAT centres are critical to prevent diagnostic delays, reduce pre-treatment loss to follow-up, and ensure prompt initiation of appropriate treatment. However, operational gaps in sample collection and transport often result in missed patients, delayed diagnosis, and sample rejection.

To address these gaps, the Sputum Collector & Transporter position is established to ensure 100% coverage of all identified presumptive TB patients, maintain quality-assured sample collection, and guarantee safe, same-day or time-bound transportation to designated NAAT centres. The role serves as a crucial linkage between health facilities, laboratory services, and the district TB program team, ensuring no presumptive patient is left untested and no sample is delayed or lost. S/he shall be responsible for the following:

Key Job Responsibilities: 

 

(1) Obtain daily/weekly presumptive TB list from Program Coordinator identified as presumptive in cough syrup surveillance mechanism;

(2) Ensure 100% sputum collection from all listed presumptive TB patients — no patient left untested;

(3) Follow up within 24–48 hours for any missed/unavailable patient and document reasons;

(4) Maintain tracking sheet: total presumptive identified, collected, pending, and follow-up status;

(5) Counsel patients on correct deep productive sputum technique (not saliva);

(6) Ensure minimum 2–3 ml sputum in sterile, leak-proof container;

(7) Verify correct labeling: patient name, date & time of collection, complete NAAT request form;

(8) Submission of line listing to program coordinator/PHI staff for Ni-kshay enrollment;

(9) Immediately recollect if sample is salivary, inadequate, or improperly labeled;

(10) Pack samples using triple-layer packaging as per biosafety protocol;
(11) Maintain sample integrity (no leakage, no heat exposure, no damage);
(12) Transport all samples to designated NAAT centre within 24 hours (preferably same day);
(13) Follow approved transport route plan to avoid delay;
(14) Obtain acknowledgement from STLS/Lab Technician at submission;
(15) Maintain transport register with collection time, submission time, and patient details;
(16) Inform STS and Program Coordinator immediately in case of delay, rejection, or lab issue;
(17) Arrange recollection within 24 hours for any rejected sample;
(18) Share daily completion report with STS and Program Coordinator (presumptive vs collected vs transported);
(19) Coordinate closely with STS/program coordinators for line-list tracking and gap closure;
(20) Coordinate with STLS for sample receipt timing and rejection feedback;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Applicant must have 12th Standard;

(2) Prior experience in health programs, field coordination, or NTEP activities will be preferred;

 

Skills and Competencies:
(1) Local resident with good knowledge of block/district geography;

(2) Valid two-wheeler driving license and access to a two-wheeler (mandatory);

(3) Basic smartphone literacy (WhatsApp, data entry, photo sharing, simple reporting formats);

(4) Ability to read and verify patient details, lab forms, and Ni-kshay ID accurately;

(5) Physically fit for daily field travel and sample handling;

(6) Prior experience in health programs, field coordination, or NTEP activities will be preferred;


5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

6. NUMBER OF VACANCIES: 10 Vacancies in Himachal Pradesh (1- Shimla, 1- Solan, 1- Sirmaur, 1- Mandi, 1- Bilaspur, 1- Kullu, 1- Una, 1- Chamba, 1- Kangra, & 1- Hamirpur.)

9. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of One month. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
