1. POSITIONS VACANT: Consultant - NCD, International Not-for-Profit Organization, Harda, Madhya Pradesh.

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Public Health Consultant - NCD will be responsible for providing techno-managerial support in the design, implementation and monitoring of cardiovascular health interventions, focused on improving control of hypertension and diabetes at the primary health care level in Harda district. The consultant will work closely with the State Program Officer and NCD Nodal Officer (Harda) to implement strategies for improving screening, diagnosis, treatment, and follow-up care for individuals with hypertension and diabetes at the primary health care level. She/he will be responsible for the following tasks:
 

Key Job Responsibilities: 

 

(1) Implementation and monitoring of all program related activities to ensure necessary technical input and coordination to achieve desired results;
(2) Coordinate and collaborate with government officials and other stakeholders for planning and implementation of project related activities in the intervention districts;

(3) Develop and produce documents like situation analysis reports, assessment reports, gap analysis plans, procurement plans etc. as per the program need and local context;

(4) Undertake process documentation of lessons learnt during the program implementation and best practices emerging at the district level;

(5) Work closely with the supervisor on setting program priorities, directions, and responding to requests for technical support from state health officials;

(6) Represent Jhpiego at district meetings involving government and other development partners;

(7) Support in identification of key primary healthcare challenges in assigned district and co-designing innovative solutions for addressing those challenges;

(8) Support the roll out of demonstration models/ learning labs for strengthening Hypertension and Diabetes in HWC platform;

(9) Perform other activities, as assigned by the supervisor to achieve the project and organizational goals;

(10) Liaison with district NCD team on daily basis;

(11) Assessment of public health facilities to understand readiness and identify gaps in service delivery for Hypertension / Diabetes and define potential interventions to strengthen delivery of care / services;

(12) Strengthening supply-chain of essential commodities including glucometer, glucose monitoring strips, insulin, and other drugs and commodities as required;

(13) Travel extensively within the district to visit public health facilities or program sites to assess and monitor progress, extend support in addressing limitations / challenges to program implementation, identify key risks and mitigation mechanisms, and identify interventions to strengthen delivery of care for Hypertension / Diabetes;

(14) Support program reporting requirements through facilitating periodic reporting on status, progress across key indicators, and program deliverables;

(15) Other activities, as required, for successful operational roll-out and implementation of the program;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience
(1) Applicant must Post Graduate in any field;

(2) At least 2-3 years of experience of working with government programs and systems for large scale public health programs especially health systems strengthening interventions;

 

Skills and Competencies:


(1) Technical knowledge and experience in health programs in the high focus states of India;
(2) Knowledge of latest GoI NP-NCD and CPHC program guidelines, program management structures, Program Implementation plan (PIP) process;

(3) Familiarity with the Indian health system, key stakeholders, and relevant government policies / strategies - particularly Ayushman Bharat and National Health Mission;

(4) Demonstrable experience and competency in managing diverse objectives with government and multiple stakeholders;

(5) Strong written and oral communication skills in English and Hindi;

(6) Direct experience of independently liaising with district level administrators and other development partners:

(7) Proficiency in writing technical and programmatic documents such as assessment reports, training materials, program reports etc;
(8) Technically proficient with up-to-date knowledge and skills required for the assigned task;

(9) Ability to handle a variety of assignments under pressure of deadlines;

(10) Microsoft Office computer skills, proficiency in Word, Excel and PowerPoint;

(11) Ability to travel up to 60% of his/her time;


5. CONSULTANCY FEE: The overall consultancy fee budgeted for the assignment, for a period of one month, is INR 62,000/-, excluding travel. Travel expenses will be reimbursed on an actual basis.

8. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of One month. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
