Job Description

1. POSITIONS VACANT: Consultant Program Officer – Surveillance, International Not-for-Profit Organization (INPO), Multiple States

 

2. ORGANISATIONAL BACKGROUND:

 

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant Program Officer – Surveillance will serve as the primary technical lead for disease surveillance technical assistance within the assigned state. The role involves overseeing field operations aligned with the Terms of Reference (ToR), ensuring quality of data, timeliness of outbreak response, and completeness of reporting to strengthen surveillance. The program officer surveillance will work closely with the IDSP at national and sub-national level. S/he shall be responsible for the following:

Key Job Responsibilities: 

 

(1) Response Audit & Field Verification;
(a) Conduct systematic audits of state and district-level responses to outbreak alerts, assessing both quality and timeliness of action;
(b) Prepare monthly audit reports with findings and corrective action recommendations;


(2) Data Integrity & Patient Tracking;

(a) Cross-reference physical registers (OPD, IPD, Laboratory) with IHIP portal data to ensure 100% reporting accuracy and completeness;

(b) Randomly trace patient pathways to document syndrome-specific cases and capture epidemiological inputs including exposure history, contact tracing, and outcome data;

(c) Identify and flag discrepancies in case reporting and coordinate with district teams for timely rectification;

(3) Community Pulse & Surveillance;

(a) Conduct random village sampling exercises to identify unreported/underreported cases of notifiable diseases;

(b) Assess community awareness regarding IHIP, disease reporting mechanisms, and health seeking behaviour;

(c) Provide real-time feedback to state authorities on surveillance gaps at community level;


(4) Coordination & Capacity Building;
(a) Liaise with State Health Department, IHIP nodal officers, and district surveillance teams for seamless implementation of surveillance activities;

(b) Support training and orientation of health functionaries on case definitions, reporting formats, and outbreak protocols;
(c) Compile and submit weekly/monthly progress reports to the programme management unit;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications and Experience:

(1) Applicant must have M.B.B.S. or AYUSH or BDS or Graduate degree in Life Sciences and Diploma of Public Health or Master of Public Health or M.D. Community Medicine or master’s in health administration will be preferred;

(2) Minimum 5 years of public health experience and minimum 2 years of experience working with infectious disease surveillance;

(3) Good understanding of disease surveillance systems, standard case definitions of notifiable and epidemic-prone infectious diseases, and recording & reporting processes under IHIP/IDSP;

(4) Familiarity with IDSP-IHIP portal, or equivalent digital health surveillance platforms; experience in data quality assessments


Skills and Competencies:
(1) Understanding public health systems and private healthcare ecosystem in India;

(2) Knowledge of epidemiological investigation methods including line listing, contact tracing, attack rate calculation, and outbreak response;

(3) Strong analytical and problem-solving skills with attention to data quality;

(4) Excellent written and verbal communication in English; proficiency in the regional state language is desirable;

(5) Ability to work independently in field conditions with limited supervision;

(6) Strong interpersonal skills for coordination with government officials, frontline workers and community stakeholders;

(7) Willingness to undertake extensive field travel within the assigned state;

(8) Professional documentation skills to report out field notes, observations, articulate challenges and provide recommendations;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

9. NATURE OF CONTRACT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of three months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
