Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

We are looking for Expert – Competency assessment and Certification will provide technical assistance to the Simulation and Competency Assessment Centre at Sajjalashree Institute of Nursing Sciences, Bagalkot. The position will support the implementation of competency-based assessment systems at the Competency Certification Centre (CCC). This role will lead testing and piloting activities, support statistical validation, and ensure systematic mapping of competencies, learning outcomes, and digital assessment systems. The position will also contribute to assessment workflows, SOPs, quality assurance, and digital deployment to ensure standardized, reliable, and evidence-based competency assessment. S/he will be responsible the following tasks:

Key Job Responsibilities: 

(1) Oversee and provide technical support for the establishment and implementation of the Simulation and Competency Certification Centre (CCC);

(2) Map CCC roles and responsibilities, assessment workflows, OSCE station processes, and relevant SOPs to ensure standardized implementation;

(3) Review and develop learning resource packages, job aids, assessment tools, and related materials for training and competency assessment of healthcare providers;

(4) Plan, coordinate, and support the day-to-day operations of the CCC in collaboration with the NRSC team;

(5) Coordinate and liaise with key stakeholders involved in the Simulation and Competency Certification Centre;

(6) Plan and support pilot testing of competency-based assessment tools, including data collection, analysis, and evidence-based refinement;

(7) Support statistical validation of assessment tools, including content validity, reliability testing, item analysis, and other quality assurance measures;
(8) Support the upload, verification, testing, and deployment of validated assessment tools on the digital assessment platform;

(9) Ensure continuous quality improvement through systematic review, analysis, and

evidence-based revision of assessment instruments and processes;

(10) Prepare assessment matrices, validation reports, technical documentation, SOPs, and other project deliverables related to competency-based assessment;

(11) Organize and coordinate meetings, workshops, training sessions, conferences, webinars, and other project-related events;

(12) Collaborate with the Monitoring, Evaluation, and Research team to plan, coordinate, and collect relevant programmatic data;

(13) Document program learnings through process documentation, training and workshop reports, meeting minutes, success stories, and other knowledge products;

(14) Undertake travel to states and districts as required by the project;

(15) Perform other responsibilities assigned by the supervisor to support project and organizational goals;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) Applicants must have M.Sc. Nursing, B.Sc. Nursing, MPH, MHA, or other relevant postgraduate qualification from a recognized institution;
(2) Minimum 2–3 years of relevant experience in nursing education, faculty development, curriculum implementation, training content development, or competency-based assessment;
(3) Demonstrated experience in developing and validating competency-based assessment tools, including MCQs and OSCEs;

(4) Experience in assessment blueprinting, competency mapping, standard setting, and psychometric analysis;

(5) Experience in simulation-based learning, instructional design, or competency-based education will be an advantage;

(6) Experience working in nursing education or health workforce strengthening programs is desirable;

Skills and Competencies:

(1) Sound knowledge of B.Sc. Nursing curriculum, competency frameworks, and competency -based education;

(2) Understanding of curriculum planning, instructional design, Bloom’s Taxonomy, Miller’s Pyramid, and competency-based assessment;

(3) Strong clinical knowledge and technical writing skills, including development of training materials, facilitator guides, technical documents, and reports;

(4) Strong assessment and data analysis skills, including basic statistical analysis;

(5) Excellent communication, presentation, facilitation, and stakeholder coordination skills;

(6) Ability to work collaboratively, manage multiple assignments, and deliver quality outputs within timelines;

(7) Strong quality orientation and attention to detail;
(8) Proficiency in Microsoft Office applications;

(9) Willingness to travel up to 30%, as required;

5. Compensation Offered: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. NATURE OF Engagement:

The selected candidate shall be engaged as a Fixed Term Employee (FTE) on the rolls of SAMS, a third-party payrolling agency, for a full-time engagement initially offered for a period of three months. The FTE is extendable based on performance and project requirements.
