1. POSITION VACANT: Junior Field Officers, ICE Screen TB Project, The International Union Against Tuberculosis and Lung Disease, Telangana (Medchal Malkajgiri); (Two Vacancies)

2. ORGANISATIONAL BACKGROUND:

The International Union Against Tuberculosis and Lung Disease (The Union), established in 1920, is a global membership, technical and scientific organisation working to end suffering caused by tuberculosis (TB) and lung disease. Its worldwide membership brings together government and non-government agencies, professional bodies, donors and funders, patient and survivor groups, clinicians, researchers, policymakers, frontline workers, programme implementers, advocates and civil society organisations.

The Union generates, shares and applies knowledge to strengthen the prevention, diagnosis, treatment and care of TB and lung disease. Its work encompasses scientific and operational research, technical assistance, programme implementation, capacity strengthening and policy engagement, helping translate evidence into effective public-health policies and practices. The Union Office in India provides public-health expertise to governments, civil society, corporations and international agencies across South-East Asia, particularly in the areas of TB prevention and care and tobacco control. It also undertakes operational research, capacity-building programmes and grant-monitoring services, working closely with government health systems and other partners to strengthen programme implementation and improve public-health outcomes.

3. PROJECT BACKGROUND:

The ICE Screen TB Project (Swasthya Nagaram Urban End TB Initiative) is a pragmatic randomised controlled trial evaluating the effectiveness of different mass TB-screening strategies in selected municipalities of Telangana. The project seeks to identify the most effective community-wide systematic screening approach for urban areas by assessing ultra-portable chest X-ray machines with computer-aided detection (CAD), low-cost molecular tests and targeted screening of vulnerable groups, with the aim of reducing the burden of TB in urban India.

4. JOB DESCRIPTION/ RESPONSIBILITIES:

Working under the direction of the Project Team, The Union India Office, the Junior Field Officers (JFOs) will oversee staff participating in screening activities; implement the project in accordance with its performance framework; monitor implementation and validate data; and address day-to-day operational challenges on the ground.

Key Job Responsibilities:

(1) Develop the screening plan, coordinate screening activities and manage operations at the project site;

(2) Oversee preparatory visits to selected project sites before screening activities commence;

(3) Ensure the quality of data collected, manage data and ensure timely reporting;

(4) Oversee community mobilisation and queue management at screening sites;

(5) Coordinate with volunteers to ensure quality-assured door-to-door screening and mobilisation of eligible persons for screening camps;

(6) Liaise with local stakeholders in relation to all screening activities;

(7) Support X-ray technicians in resolving operational bottlenecks and other implementation problems;

(8) Liaise with district- and block-level National TB Elimination Programme (NTEP) officials and primary healthcare teams to support effective project implementation;

(9) Ensure the regular conduct of active TB case-finding activities and appropriate linkage to treatment initiation;

(10) Ensure adherence to monitoring and evaluation (M&E) and implementation plans;

(11) Ensure timely reporting of all problems encountered in implementing the screening protocol; and

(12) Undertake any other duties or tasks assigned by the project team.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicants must possess a postgraduate degree in Public Health, Social Work or another relevant allied discipline.

Experience:

(1) One to three years of professional experience in the public-health or development sector;

(2) Experience supporting implementation of health programmes, particularly at community level;

(3) Prior experience in managing field operations and working in community-based settings is preferred; and

(4) Experience working with the National TB Elimination Programme (NTEP) will be an advantage.

Skills and Competencies:

(1) Ability to build successful collaborative relationships with internal and external stakeholders;

(2) Ability to work independently;

(3) Fluency in the regional language relevant to the assigned project area is mandatory; candidates based in Telangana will be preferred; and

(4) Willingness and ability to travel extensively within the project area.

6. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. The offer made to the selected candidate will be commensurate with their qualifications, experience, and salary history.

7. NUMBER OF POSITIONS: Two (02)

8. DURATION OF CONTRACT: Eleven (11) months, renewable thereafter based on project requirements and satisfactory performance.

9. TRAVEL: Extensive travel (approximately 70%) within the project area is required.
