Job Description
The MEL Specialist (Manager) will develop of MEL plans, logical frameworks, and work plans; oversee data collection through field visits; lead development of research protocol and seek ethical approvals; conduct data analysis; and prepare reports and presentations for internal use and dissemination. The role requires flexibility to support other tasks as needed.
This role involves close collaboration with MEL Expert, technical and program teams to ensure robust data systems, quality assurance, capacity building, and the translation of data into actionable insights.
- Develop the overall MEL plan, logical frameworks, and work plan.
- Lead field monitoring visits and assist in gathering qualitative insights during project data-collection activities.
- Lead data processing, cleaning, analysis, visualization, and presentation.
- Develop research protocols and ensure approval from the required Research Ethics Committee and local IRB (as required), ensuring the protection of human subjects.
- Develop reports, presentations, and templates for effective internal use and for dissemination at state and national levels.
- Maintain the highest standards of data confidentiality and privacy.
- Perform other duties as assigned by the supervisor.
Requirements
- Master’s degree in Epidemiology, Statistics, Development Studies, Public Health, or related fields.
- A minimum of four years of post-qualification M&E/Quantitative research experience, with a demonstrated history of practical skills in monitoring and evaluation of donor-funded programs in the health or social sector. (Previous MEL experience in the TB domain is preferred.)
- Strong foundation in M&E frameworks, research design, sampling techniques, data collection methods, and statistical analysis, including proficiency with tools such as R, Stata, or SPSS.
- Demonstrated experience in data management, including data cleaning, standardization, maintenance, collation, analysis, and reporting.
- Experience in report writing and proposal development for business development with a variety of domestic and international donors is an asset.
- Skilled in working effectively with geographically dispersed teams and in multicultural environments.
- Proficient in Microsoft Office Suite applications (Word, Excel, PowerPoint) and statistical software.
