Background
Small Industries Development Bank of India (SIDBI), as the Principal Financial Institution for the promotion, financing, and development of the Micro, Small and Medium Enterprise (MSME) sector, plays a pivotal role in strengthening India’s MSME ecosystem. In line with its strategic vision, SIDBI is transitioning into an All-India Development Financial Institution for creating an integrated credit and development support ecosystem for Indian MSMEs. This transformation aims to accelerate SIDBI’s efforts to meet both the credit and non-credit needs of enterprises, enabling them to become competitive, resilient, and globally aligned. SIDBI’s initiatives are directed toward catalyzing inclusive growth, fostering innovation, promoting sustainability, and enhancing the overall capacity of the MSME sector.
Objective of the empanelment
The objective of this empanelment is to establish a pool of competent and experienced implementation partners who can support SIDBI in effectively delivering its PDI interventions across priority geographies. The empanelment aims to:
- Create a pool of qualified implementation partners for PDI initiatives to implement last-mile delivery of developmental interventions in priority geographies.
- Facilitate inclusive outreach to unserved geography and communities, including women, artisans, and vulnerable groups and support enterprise creation (setting-up) and enterprise strengthening (stepping-up).
- Strengthen cluster based MSME ecosystem, drive sustainable and measurable development impact and scalability in interventions in alignment with SIDBI’s strategic priorities.
Scope of Work
Empanelled organizations, in collaboration with the PDI Vertical, shall design, implement, and monitor development programmes as provided in Annexure-A and emerging requirements of the Vertical. We prioritize our engagement through cluster-based, programmatic interventions focused on MSME development, enterprise promotion, livelihoods generation, and financial inclusion. In this context, the broad scope of work for empanelled agencies are envisioned as:
- Undertake feasibility, need, and scoping assessments to design targeted, evidence-based and sustainable interventions.
- Identify and support viable micro-enterprises in rural/ semi-urban, unserved/underserved,
Aspirational districts and locations prioritized by SIDBI.
- Create sustainable employment opportunities through skill development, enterprise incubation, and market-driven livelihood interventions.
- Establish and strengthen community-owned enterprises by creating shared infrastructure (processing units, storage, logistics) for agri-processing, NTFPs, and non-farm activities.
- Develop end-to-end value chains for targeted sectors/interventions.
- Deliver structured training programs on entrepreneurship, financial literacy, and digital inclusion.
- Promote adoption of digital tools such as UPI, mobile ERP systems, Udyam Aadhar/Assist Registration to formalize enterprises and improve operational efficiency.
- Facilitate forward and backward linkages, partnerships with buyers, e-commerce platforms, and institutional markets to ensure sustainable demand and revenue streams for enterprises.
- Support beneficiaries to transition from initial credit access to formal financial inclusion and long-term capital access.
- Leverage convergence with relevant government schemes and social security programs.
- Establish systems for impact monitoring, reporting, and learning to scale successful enterprise models and ensure long-term sustainability.
Apart from the above, organizations may also independently propose project concepts/ideas for consideration by SIDBI.
The scope of services described above is general and not exhaustive, i.e., does not necessarily mention all the incidental services required to be carried out for complete execution of the work. SIDBI is not obliged to release bid covering all the above indicated activities. SIDBI has the discretion to change the scope of activities with the emerging need. The activities to be engaged shall be based on SIDBI's discretion and emergent priorities, which will be communicated to empanelled agencies beforehand.
Geographical Coverage
SIDBI PDI projects shall be implemented on pan-India with special focus will on:
- Aspirational districts
- Northeastern Region (NER)
- Hilly and remote areas
- Underserved and backward regions
