UNFPA, the United Nations Population Fund, is launching its new Asia and Pacific Regional Programme (2026–2029), aligned with the UNFPA Strategic Plan (2026-2029) and the ICPD Programme of Action. The Regional Programme aims to accelerate progress toward the three transformative results – ending unmet need for family planning, ending preventable maternal deaths, and ending gender-based violence and harmful practices – as well as strengthening adaptation to demographic change, while leaving no one behind, including persons with disabilities, and ensuring inclusive, accessible, and rights-based programming across the humanitarian–development–peace continuum.
While technological innovation and digitalization have expanded access to essential services, digital platforms have increasingly become spaces where gender-based violence is perpetrated against women and girls in all their diversity. The online-offline continuum recognizes that digital and in-person violence are deeply interconnected. Achieving UNFPA’s transformative result of ending GBV and harmful practices requires that Technology-Facilitated GBV (TFGBV) be comprehensively addressed through standard-setting, direct survivor-centered programming, and rigorous advocacy campaigns. Accordingly, UNFPA APRO is seeking specialized partners to strengthen prevention and survivor-centred response to TFGBV in Asia Pacific.
Purpose of the Call
Through this Call for Expressions of Interest, UNFPA APRO seeks to identify qualified entities to collaborate in advancing TFGBV prevention and response to support the delivery of the Asia-Pacific Regional Programme. Selected entities will support APRO in delivering high-quality TFGBV technical assistance, capacity strengthening training, survivor-centered services, prevention and response programming and evidence-based advocacy to address TFGBV in Asia Pacific. Eligible entities will sign an Implementing Partnership Agreement with APRO, which regulates technical collaboration and partnerships. Subject to the availability of funds, APRO will subsequently coordinate with successful IPs to agree on a work plan and enter into a funded collaboration.
Eligible Entities
EOIs are invited from:
- Academic and research institutions
- Civil society organizations, including women’s and youth led organizations and networks and Non-Governmental Organisations (local or international)
- Professional associations and regional technical bodies
- Organizations of persons with disabilities (OPDs)
- Private sector entities with specialized expertise in TFGBV, digital safety and application of safety by design principles
Scope of Work
Interested entities will contribute to the regional programme across four specialized TFGBV workstreams:
Pillar 1: Response
- Training and Capacity Building: Adaptation and roll-out of UNFPA’s global TFGBV training package for frontline responders (social work, health, justice, police, local government) across priority countries, including in humanitarian context. Support revision of national GBV referral mechanisms to incorporate survivor-centred response to TFGBV.
- TFGBV responder network: Create a TFGBV responders support network to share practices among digital programmers and GBV responders
- Survivor support mechanism: Establish a regional mechanism to provide safe, ethical, confidential GBV response services to survivors of TFGBV
- Digital Forensics: Develop and support the implementation of digital forensic protocols designed to ensure safe, survivor-centered, and ethical collection and storage of case-related TFGBV evidence.
- Safe Digital and Information Management systems: Build and support the implementation of safe and robust technical systems to safeguard the digital data held by GBV response services including those managing TFGBV, while reinforcing survivor-centred information management systems.
Pillar 2: Prevention
- Resilience of High-Risk Actors: Strengthen the digital security, safety, and operational resilience of frontline responders, women's/youth rights movements, and high-risk civic actors.
- Diverting Youth Subcultures: Develop digital literacy modules, and targeted programming to proactively divert youth away from the manosphere and harmful online subcultures.
Pillar 3: Enabling Environment
- Rights-Based Law and Policy: Strengthen the capacity of government and civil society entities to develop and implement rights-based laws and policies through specialized legal and policy advisory services, peer support, and mentoring systems.
- Digital Governance & Technology Industry Standards: Advocate and, where relevant, support the implementation of safe and ethical technology design ("safety by design") and gender-responsive digital governance into technology industry standards, digital products, and platform policies to mitigate and prevent TFGBV before it occurs.
- Sustainable Financing: Generate evidence and investment cases to influence national planning processes related to prevention and response to GBV, ensuring governments earmark dedicated budgets specifically for TFGBV programming.
Pillar 4: Research, Data, and Evaluation
- Ethical Monitoring and Evaluation : Support the development of M&E frameworks for TFGBV programmes, including indicators and means of verification that are safe, survivor-centered, and ethical, while supporting tracking of progress, impact, to inform future programming and policy.
- Evidence Generation: Generate, synthesize, and share high-quality evidence, trend analysis, and promising practices related to the prevention of response to TFGBV at regional, sub-regional and/or national levels.
- Support the development of statistical standards and testing of methods to measure the prevalence of TFGBV.
- Support enhancement of existing administrative data systems to integrate variables that allow for identification and tracking of reported cases of TFGBV.
5. Selection Criteria
Applicants must be legally registered, not-for-profit or for-profit (where appropriate), and have proven expertise in one or more of indicated specialized work streams above.
- Technical Capacity: The entity must have proven experience and expertise in one or more pillars of TFGBV programming as explained above.
- Institutional Capacity: The entity must demonstrate a strong ability to implement proposed activities effectively, supported by established internal governance, clear operational and human resource policies, and robust monitoring and evaluation (M&E) systems for results-based reporting.
- Financial Capacity: The entity must have a proven track record of managing funds and a sound financial management system, demonstrated by robust internal controls, fraud prevention policies, and established accounting procedures. This must be supported by recent, unqualified audit reports (e.g., within the last two years).
- Ethical Standards: Potential partners must demonstrate a commitment to upholding UNFPA's policies, particularly the zero-tolerance policy on sexual exploitation, abuse, and harassment (PSEA).
- Geographical relevance: The entity must have a demonstrated track record of successfully managing and implementing programmes in the Asia and the Pacific region.

- A cover letter indicating area(s) of interest and alignment with the UNFPA Asia-Pacific Regional Programme
- Evidence of technical expertise and track record of similar work; experience working with UN agencies is an advantage
- Evidence of partnerships, networks, and comparative advantage in Asia and the Pacific
- Proposed modalities of engagement (technical support, research, advocacy, innovation, service delivery, etc.)
