1. About S-ILF

 

Sasakawa-India Leprosy Foundation (S-ILF) is a non-profit organisation working for the mainstreaming of persons affected by Leprosy and their families through equal, social, cultural opportunities. Its programmes align with six SDGs: No Poverty, Good Health & Well-Being, Quality Education, Gender Equality, Decent Work & Economic Growth, and Reduced Inequalities.

 

2. Purpose of the EoI

 

S-ILF invites proposals from experienced and reputed IT firms to manage the backend of its website and to design, host and maintain a Management Information System (MIS) for programme monitoring and reporting.

 

3. Scope of Work

 

A. Website backend management (https://silf.in/)

  • CMS administration, updates, plugin/theme management and bug fixes
  • Hosting, domain, SSL and server management; regular backups and disaster recovery
  • Security monitoring, malware scans, vulnerability patching and uptime monitoring
  • Performance, speed and SEO optimisation; mobile responsiveness
  • Integration with donation/payment gateway, forms, newsletter and social media handles
  • Analytics set-up and periodic reports
  • Content uploads and minor design changes on request
  • Accessibility (WCAG) and data-privacy compliance (including DPDP Act, 2023)

 

B. MIS development and maintenance

  • Requirement study with programme teams (Livelihood, Education & Skills, Humanitarian Aid, Children Development Program)
  • Centralised database of beneficiaries, projects, partners, donors and CSR funds
  • Role-based access, data-entry modules and field/mobile data collection
  • Dashboards and automated reports (donor, CSR, SDG-wise, geography-wise, financial utilisation)
  • Data import/migration from existing Excel/legacy records
  • Data security, audit trails, backup and encryption
  • User training, documentation and handover

 

C. Support and maintenance

  • Annual maintenance contract (AMC) with defined SLA (response and resolution timelines)
  • Helpdesk support via email/phone during working hours
  • Post-deployment enhancements as required

 

4. Eligibility Criteria

  • Registered entity (Company/LLP/Partnership/Proprietorship) with at least [3–5] years of operation
  • Experience on at least [2–3] similar website and MIS projects, preferably for NGOs, CSR or development-sector organisations
  • Valid PAN, GST registration and statutory compliance
  • Not blacklisted by any government or private organisation (self-declaration)
  • Technical team with relevant expertise (developers, database and security specialists)

 

5. Documents to be Submitted

  1. Cover letter on company letterhead
  2. Company profile, registration certificate, PAN and GST
  3. Audited financial statements/CA certificate for the last 3 years
  4. Details of similar projects with client names, scope, value and contact references
  5. Proposed approach, technology stack and project timeline
  6. Team profile and key personnel CVs
  7. Sample work, portfolio or demo links
  8. Self-declaration of non-blacklisting
  9. Indicative cost estimate (optional at EoI stage)

 

6. Evaluation and Selection

 

Submissions will be screened against the eligibility criteria. Shortlisted firms may be asked to make a presentation or demo and will then be invited to submit a detailed technical and financial proposal. Evaluation will consider relevant experience, technical capability, approach, references and cost. [Add weightage if applicable.]
