About the RFP


SBI Foundation invites proposals from NGOs/NPOs registered in India to implement SBI Gram Seva during FY 2026 and FY 2027. Gram Seva is SBIF's flagship programme for integrated village development. It covers Digitalisation, Education, Health, WaSH (Water, Sanitation & Hygiene), Livelihoods, Women Empowerment, Infrastructure and Environment. The programme works towards Gandhi Ji's idea of "Gram Swaraj" by partnering with grassroots organisations and bringing in community participation. SBIF says it has impacted more than 30 million beneficiaries so far.

 

Scope of Work

  • SBIF aims to create model clusters of 5 neighbouring villages through integrated development activities.
  • The NGO identifies suitable villages in the district based on the programme guidelines (Annexure X). SBIF finalises the project villages.
  • Each agency can apply for only 1 district from the list below. Multiple submissions will be disqualified.

Budget and duration

  • Proposed budget: ₹3.00 crore to ₹4.00 crore per proposal.
  • Duration: 2 years.
  • Prices must be in INR, inclusive of all taxes, duties, charges and levies, with a detailed cost breakup.

 

Eligibility

  • Non-profit organisation, trust or society, registered in the proposed state or with its headquarters in the proposed state.
  • Minimum 10 years of grassroots experience in the sector (existence of 10 years on the RFP publication date). Higher experience is preferred.
  • Strong presence of at least 3 years in the proposed state.
  • Experience in at least 5 of these 10 rural development themes:
    1. Promotion of Quality Education
    2. Improving Primary Health Services
    3. Providing Safe Drinking Water & Sanitation
    4. Agriculture, Animal Husbandry & Veterinary Services
    5. Skill Development & other Rural Livelihoods
    6. Digitalisation of Villages
    7. Empowerment of Rural Women
    8. Youth Development
    9. Improvement of Rural Infrastructure
    10. Natural Resource Management
  • An in-house implementation team with more than 5 permanent employees.
  • Not blacklisted by any government agency, PSU or central/state agency. A declaration from the authorised signatory is required.
  • Self-declaration of non-discrimination on the agency letterhead.
  • No sub-letting, sub-contracting or outsourcing of activities.
  • Experience in integrated or holistic village development, in multiple themes, and in government-supported projects is preferred.

 

Automatic rejection if:

  1. Cumulative annual revenue for FY 2023-24, 2024-25 and 2025-26 is less than ₹5 crore.
  2. The agency has political or religious associations.
  3. It has fewer than 3 board members.
  4. It has fewer than 5 permanent employees.
  5. Individual donors are among its top 3 donors.
  6. The Key Information Sheet (KIS) is not completely and duly filled.
  7. The due diligence documents and annexures (Annexure II) are not submitted.

 

Qualification: Not applicable (organisation-level RFP).


Experience bracket: Organisation with a minimum of 10 years of grassroots experience.

 

Selection criteria

  • Method: Quality & Cost Based Selection (QCBS). Weightage: Technical 80%, Financial 20%, out of 100.
  • Project parameters:
    • Alignment with Gram Seva objectives
    • Clarity of the solution, plan and outcomes
    • Innovation
    • Risk mitigation
    • Logframe and timelines
    • Monitoring & Evaluation
    • Admin and overhead cost proportion
    • Exit strategy and sustainability
  • Proposals should be sustainable, scalable, replicable and inclusive of all strata of society.
  • Proposals must include a step-by-step implementation plan, a logframe with means of verification, and a work plan with timelines.

 

Grant terms

  • Grant released quarterly or half-yearly on satisfactory performance. Quarterly reports (activity and financial utilisation) must be signed by the authorised signatory and certified by auditors. Brief monthly updates are also required.
  • Terms follow the Companies Act, 2013 amendment effective 22 January 2021.
  • Any unutilised funds at financial year end (31 March) must be intimated and refunded to SBIF by 30 April.
  • A separate State Bank of India account is required for the grant, and all project receipts and payments must go through it.
  • A grant agreement/MoU will be signed with the selected agency, and an NDA is required.
  • SBIF may impose penalties, including cancellation and blacklisting (with information shared with the Ministry of Corporate Affairs), for fraud or malpractice.
