Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant Team lead- Animal Health based in New Delhi, for its TIFA Project to design and operationalize a comprehensive, risk-based zoonotic disease surveillance and prevention system in animal wet markets in Kohima and Shillong using an intersectoral approach. The position will provide technical and programmatic support for the planning and implementation of project activities at identified wet markets. The role will ensure high standards of epidemiological rigor, timely interpretation of surveillance signals for public health action, and effective monitoring of project implementation. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Inception, Situational Assessment & Technical Work Planning;
(a) Review existing national/state guidelines, IDSP/IHIP mechanisms, zoonotic disease surveillance approaches, and relevant wet market/occupational health surveillance resources;
(b) Map relevant human health stakeholders at national, state, district and intervention-site levels;
(c) Assess existing surveillance, reporting, referral and response mechanisms relevant to wet market-associated zoonotic risks;
(d) Identify key technical and operational gaps and priorities for the human health component;
(2) Human Health Surveillance Framework & Protocol Development;
(a) Develop a risk-based surveillance approach for identification of priority zoonotic disease risks among wet market workers and other identified high-risk populations;
(b) Develop standardized case definitions, screening criteria/algorithms, exposure assessment parameters and risk categorization approaches;
(3) Surveillance Tools, SOPs & Capacity-Building Package;
(a) Develop tools for occupational health surveillance among wet market workers and other identified high-risk stakeholders;
(b) Develop/review behavioural assessment tools covering exposure practices, preventive behaviours, PPE use, hygiene practices, health-seeking behaviour and reporting practices;
(c) Develop/review data collection, reporting and referral tools;
(d) Develop training materials, presentations, job aids and other capacity-building resources;
(e) Conduct/facilitate technical orientation or training of project teams and relevant stakeholders on surveillance protocols, tools, referral pathways and reporting requirements;
(4) Field Implementation & Quality Assurance;
(a) Undertake field visits to Kohima and Shillong to provide technical support and monitor implementation of human health surveillance activities;
(b) Assess adherence to approved surveillance protocols, screening procedures, referral pathways and reporting mechanisms;
(c) Review implementation quality, completeness and accuracy of data collection and documentation;
(d) Assess implementation of occupational health and behavioural assessment activities;
(e) Identify operational bottlenecks, technical gaps and implementation challenges;
(f) Provide corrective recommendations and technical mentoring to field teams;
(g) Prepare detailed field visit/technical support reports with action points and follow-up responsibilities;
(5) Surveillance Data Analysis, Interpretation & Government Coordination;
(a) Assess data completeness, consistency, quality and timeliness;
(b) Analyze surveillance findings, occupational exposure patterns, behavioural assessment results and emerging risk signals;
(c) Support technical consultations and review meetings with national, state and district government stakeholders;
(d) Support stakeholder consultations to validate emerging findings and recommendations;
(6) Final Technical Assessment;
(a) Analyze progress against agreed surveillance objectives, indicators and milestones;
(b) Prepare final technical report documenting key project findings;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have Postgraduate degree in Medicine, Public Health, Epidemiology, Health Systems, Veterinary Public Health, One Health, or a related field; MBBS/MD with public health experience will be preferred.;
(2) Minimum 8–10 years of progressively responsible experience in public health programmes, disease surveillance, epidemiology, One Health, or health systems strengthening;
(3) Demonstrated experience in surveillance system strengthening, field epidemiology, outbreak response, or implementation of public health surveillance programmes;
(4) Experience working with government agencies, particularly the Ministry of Health & Family Welfare, State Health Departments, NCDC, or allied institutions;
(5) Familiarity with India's disease surveillance systems, including IDSP, IHIP, and One Health initiatives, is highly desirable;
(6) Experience in planning and conducting epidemiological studies, behavioural assessments, monitoring and evaluation, and data quality assurance;
(7) Strong analytical skills with experience in surveillance data interpretation and evidence-based decision-making;
Skills and Competencies:
(1) Excellent coordination, stakeholder engagement, communication, and report writing skills;
(2) Demonstrated ability to manage multiple priorities, work independently, and collaborate effectively within multidisciplinary teams;
(3) Willingness to undertake frequent travel to project sites, including Kohima and Shillong, and other locations as required;
5. CONSULTANCY FEE: The consultancy fee budget for per month will be INR 236,000/- deliverables based).

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Seven and a half months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
