Consultant - Technical Advisor
1. POSITIONS VACANT: Consultant - Technical Advisor, International Not-for-Profit Organization, Thiruvananthapuram.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Technical Advisor (One Health) will provide high-level strategic and technical oversight to ensure that animal health interventions are scientifically sound, operationally feasible, scalable, and aligned with global health security benchmarks. She/he will be responsible for the following tasks:
Key Job Responsibilities:
(1) Drafting a comprehensive biosecurity package;
(a) Draft a comprehensive biosecurity guidelines document for three different production systems – Ruminant, Piggery and Poultry;
(b) Ensuring all the generic and outbreak specific biosecurity practices and guidelines are drafted along with assessment criteria and indicators to score the interfaces;
(2) Biosecurity Rollout Workshop;
(a) Facilitating the review of the developed biosecurity package by key expert’s consortium across the country;
(b) Facilitating the conduction of a national level workshop for the roll out of the guidelines under the guidance of DAHD;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience
(1) Applicant must have PhD/MD/MPH in Veterinary Public Health, Epidemiology, Veterinary Sciences, or related field;
(2) Minimum 5-10 years of progressive experience in animal health systems strengthening;
(3) Demonstrated expertise in zoonotic disease surveillance, outbreak investigation, and veterinary laboratory systems;
(4) Experience working with national governments and international agencies (WOAH, FAO, WHO, USAID or equivalent);
(5) Proven track record in leading simulation exercises or emergency preparedness programs;
(6) Strong strategic advisory and high-level stakeholder engagement capability;
Skills and Competencies:
(1) Understanding public health systems and private healthcare ecosystem in India;
(2) Knowledge of epidemiological investigation methods including line listing, contact tracing, attack rate calculation, and outbreak response;
(3) Strong analytical and problem-solving skills with attention to data quality;
(4) Excellent written and verbal communication in English; proficiency in the regional state language is desirable;
(5) Ability to work independently in field conditions with limited supervision;
(6) Strong interpersonal skills for coordination with government officials, frontline workers and community stakeholders;
(7) Willingness to undertake extensive field travel within the assigned state;
(8) Professional documentation skills to report out field notes, observations, articulate challenges and provide recommendations;
5. CONSULTANCY FEE: The consultancy fee per month INR 100,000/- deliverables based) INR 97,500 for travel as per actual.

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of two months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
