1. POSITIONS VACANT:  Consultant for Center of Excellence, International Not-for-Profit Organization, Bhubaneswar, Odisha.

2. ORGANISATIONAL BACKGROUND:

Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant for Center of Excellence will support the PMU MNH Gates based on demonstrating a successful model of evidence-based Antenatal Care (ANC) by designing, conducting and monitoring activities that provide quality and timely programmatic support to health providers, health facilities and other relevant stakeholders. The position will report to State Program Officer (SPO) in her/his respective state. The position will initially be for six months with scope of extension to year depending upon programmatic needs. S/he will be responsible for the following work;

Key Job Responsibilities: 

(1) Work under the guidance of the State Program Officer – Born Healthy to support the operationalization of the State Centre of Excellence (COE) in collaboration with government stakeholders;

(2) Provide technical support to COE in planning & execution of activities related to capacity building, research, mentoring & support, review, utilizing data for action, dissemination and policy recommendations for strengthening maternal health programs in the state;
(3) Coordinate with state Maternal Health department, medical college/state level institute and other identified stakeholders to implement the agreed upon interventions through CoE;

(4) Facilitate meetings with CoE and state MH division to track the progress on the identified technical areas;
(5) Document the initiatives and develop reports;

(6) Support advocacy efforts for integrating COE initiatives into state health policies and NHM program implementation plans;

(7) Assists State Program Officer to achieve project deliverables and timelines as per desired quality and specifications;

(8) Provide technical and programmatic support and guidance to district-level stakeholders to implement COE initiatives;

(9) Support testing, implementation, and documentation of technology solutions as part of the COE initiative.;

(10) Technical support in other programmatic activities as decided by State Program Officer;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) Applicants must have Bachelor’s degree in any stream or Master’s degree in Science /Social Work;
(2) Minimum 3-4 years of experience of working with public health programs, especially in Reproductive and Child Health and managing program implementation is desirable. Specific experience in large programs related to quality of care/antenatal care/maternal & newborn health will be preferred;

(3) Familiarity with the Indian health system, key stakeholders and relevant government policies/ strategies particularly National Health Mission will be preferred;

(4) Consultant should have his/her own laptop;

Skills and Competencies:

(1) Experience and demonstrated ability in working with government’s Maternal and Child Health programs, counterparts and systems;

(2) Good written and oral communication skills in English and working language of the state is essential;

(3) Ability to communicate in Hindi is desirable where working language of the state is not Hindi;

(4) Technically proficient with skills required for the assigned task;

(5) Experience in developing technical documents such as training materials and reports will be preferred;

(6) Contextual understanding of government health system would be preferred;
(7) Ability to work within an international program team and communicate regularly with a variety of team members;

(8) Ability to develop productive working relationships with other agencies, stakeholders, institutes and other organizations;
(9) Ability & willingness to handle a variety of assignments under pressure of deadlines;

(10) Ability to multi-task and work in a multi-cultural team;

(11) Microsoft Office computer skills, proficiency in Word, Excel, PowerPoint and Outlook;

(12) Ability to travel outside base station for 10-20% of his/her time;

5. CONSULTANCY FEE: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. NATURE OF CONTRACT:

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of Three months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
